I have new mario bros for the ds, can this game be played over the internet or is it just local wi fi?. If so is that why i get no coneections startup screen?

i believe it does not support online gaming..
So, it's only local wifi.
You just have to find a partner to play (who happened to have a DS system).
Good thing is that your partner will not be required to have the game. (he/she can download it from your DS wifi).
As far as your connection status you should elaborate more of what you meant by that.

The multiplayer is only local, you can play the minigames or you can play the Mario VS Luigi where you're supposed to jump on top of the other guy and steal his stars. You only need one game cart though.
