Start with asking for it back, since it sounds like you've already done that, tell the parents. If they act like they don't care, inform them how much they owe you, $70 may seem like a lot for something they don't care about. If that still doesn't work tell your principal (if you go to school) usually s/he can help. Lastly, tell your parents, I'm sure they'd love to help get a $70 jacket back.
