Yes they do. It is actually the root system in the bulb making the sound you hear. As the roots absorb water and separate the nutrients from the liquid, you can hear them expand and contract. Also, since the oxygen is expelled from the plant, you can actually see the bubbles coming to the surface of the water.

No, water lillies don't make sounds. Could have been frogs, but more likely turtles coming up to snatch a bug or fly. Maybe that's really where the name "snapping turtle" came from!

It's just the frogs jumping on and off the pads, and possiblely even the fish under the pads. They are just leaves, leaves don't make noise.
