When I turn on the desktop, i hear a high sound (not loud, but high), It's annoying, bring pain to the ears, more alarming. Could it be the fan?

Another possiblity is that your monitor is the issue.

If you turn off the monitor, does the sound go away?
If it doesn't - ignore the rest of this answer.
If it does - read on

Sometimes you get a high pitched sound coming from your monitor if your refresh rate isn't set correctly.
to set it, right click on a blank area on your desktop
and select properties (this is for windows....)

Select the settings tab.
click on the advanced button
Click on the monitor tab.
Make sure "hide modes this monitor cannot display" is checked.

If it's checked, try selecting a lower refresh rate.
If it is not checked, check it and select a lower refresh rate.
Click apply - and see if that helps.

If changing the refresh rate doesn't work, you've probably got a bad "Flyback Transformer" - which means a repair shop, or a new monitor.

when the system powers up, it runs an internal process called POST( power on self-test). POST has the computer check all its vital components. vital as in necessary for it to work. when it completes successfully, it gives a small audible beep and continues to load windows. if an error occurs, then,a louder beep comes out. but at times the reason for the beep may not be so vital to the system and so the windows continues to load. check if you get any error by running any in-built diagnostics or calling customer support. hope this sheds some light on your query.

Yes. You might think about opening the case and vacuuming out the dust or at least sucking the dust out from the fan cover. Fans do fail often so it could be on it's way out but they're easy to replace.

No, it's not the fan. It's the little people who spy on you through the screen in the process of hiding, because once you turn on the screen you'd be able to see them if they didn't hide.

I used to be really annoyed by that but I just kinda got used to it. I don't know what it is, but I don't think you can do much to stop it.

Could very well be your optical drive (CD or DVD etc.) spinning up.
