as one answer says you dont need to be a rocket scientist!
thats true but having half a brain helps judging by the number of cars we see that the owner has attempted themselves.
you cant connect yur own electrical or gas work at home in case it goes bang so why should you be able to tamper with the brakes of a 1.5 tonne 100mph killing machine!!

I have a simple overview of this .... rules are rules, and will always be in place, constantly being updated when bureaucracy dictates!
BUT, we live in a fast stressy world where rules seldom have enough time to be observed .... and money, profit and time always cut into what should and shouldn't be done. That is simply what happens ... when it comes to public safety, rules and their enforcement should be paramount. Disasters will always happen ... history dictates that ...... but think about it, how many people actually check their tyre pressures until they have a puncture. Not many, I am sure. That's a small indication of how life really is ..... and untrained people in charge? Well, that's simply what is known as complacency in life ...... nothing is going to happen until it actually does ... and then we all run around screaming like headless chickens until it's put right.
BLAME and compensation are big words in our society ..... but does everyone on this planet really care when everything is going all right?

Unfortunately, we still live in a society of,
BUYER BEWARE

Can a government protect us from everything?

"There is nothing that cannot be produced cheaper, no service that cannot be done cheaper. Those who succumb to the cheapest price will always be the victim of those who offer it."

You don't have to be a rocket scientist to replace the brake pads and shoes on a car or truck!
