Click and hold down your left mouse button on any empty part of your taskbar.
Move your mouse pointer around until it's where you want it, then let off of the left mouse button. (For a job I used to put mine on the right)

Left click on the bar and move to the corner (side/top/bottom) where you want it.
Although I personally like the "freedomhammer" approach. It's got spirit.

right click so the 'lock taskbar' bit is not checked. Click and hold on the taskbar and drag it to the bottom of the screen.

u should be able to drag the mouse acrossed it to where it makes the lil arrows and then click it hold it down and move it sometimes u have to be tricky though, maybe this will help
