do i need an OS.. motherboard.. or anything for it to be enabled????

You will need everything 64 bit to get the maximum out of it. A Motherboard is definetly needed, then DDR2 modules and even 64 bit PCI cards as well and also a SATA 130 or 150 HD. And Finally Windows XP 64 bit Edition or VISTA

A 64 bit OS is the real key.
Motherboard? well, if you have a motherboard that doesn't support the processor, it's not even gonna boot now is it?
LOL
Also, you will want to get 64 bit apps to run under your 64 bit OS for full advantage.
