When it is not raining, not snowing, you will see the cops (cars) hiding in highway, some hidden place and trying to catch you and give you ticket. But when it is storm, snowing, ranining, you don't see them hiding anymore. What are they doing at time like that anyway? We regular workers have to work regardless the weather.. What about them?

i have a theory that theyd be at a local diner eating donuts and waiting for the weather to clear up. or maybe theyre helping direct stuff

So Joe Citizen is zipping along at 20 over the speed limit and suddenly sees a police car, hidden behind a bush or a sign. What is Joes' first reaction? Slam on the brakes. This can be dangerous in stormy or snowy weather.

The police are working to protect and serve you, even when you don't see them.

Dealing with emergencies of all sorts, bad weather is horrendous on traffic, and other events.

They are out working, tending to accidents, helping people in trouble, etc.
