Look, It's a serious problem and i think you can not handle it. You need to take your car to workshop. I think, if water do not stays in your Car means either there is leakage in your radiator. Or leakage in Head or it's gasket of engine. Or your block or liner has been crack or leak. In case of leakage in radiator water will not shoot out but will continue dripping all the time. In case of Head or Gasket leakage of Engine, as soon as you crank, it will shoot out water from Radiator. In this case, check for oil getting mixed in water in Radiator. In case of block or liner got leak engine will not start anyway. Better take your car to workshop.

sounds like a freeze plug on the side of the block close to the bottem.or if in the front and bottem could be a water pump or lower hose or the pet cock is open

Sounds like a bad radiator or water pump . Either way, not cheap.

Sounds like you have a serious leak in your cooling system, so be glad it doesn't start or you could have wrecked your engine for good. Have your car towed to a reliable repair shop.
