For the same reason that when you carry something in a car it is called a shipment, and when you carry something on a ship, it is called cargo.

Because English, as a language, is Obtuse.

Why are the words: so, no, go, pronounced with an "oh" sound and to, do pronounced with an "ooo" sound like the number 2?
