Your answer is fine. Your question needs work:
Someone asked me, "Do you know the Visual Basic computer programming"?
Then I answered, "Little bit".
I want to know if my answer was correct English. Please advise whether it is correct or not. If not, what would be correct?

it's correct enough for the person to understand what you mean. It would have been better English if you would have said "I have some knowledge, but it is limited" or "I know a little bit about it".

You left out "A" little bit.
Without "A", it is no sentence.
"little bit" is a phrase used as a noun.
It is understood, in the context of the question, but not correct grammar.
Even using "A little bit" is incomplete. ('A little bit' OF WHAT?)
Grammatically, "I understand it a little bit." (Completes the reference to the subject)
Even, "some" would be understood, but still not correct grammar.
These are used idiomatically in most languages.

That is correct enough......but what about you other English problems.....like being able to spell the right "whether" to be used in this particular sentence.
