gotta correct you,Jeannie. it' s the city that sinks.
Venice s been built on flat lagoon's islands, few miles off the main coast of adriatic sea,in northern italy. The soil was sorta muddy and it kept and keeps lowering (matter of inches a century). this combined with the wind and tide makes the city going underwater many times a year (they install upraised boardwalks along the narrow walk-roads then, the city has no main roads and no cars). As the city s level keeps going down, this 'acqua alta' situation (high water) is becoming more and more a common a thing. There are plans about mobile dams,to keep the tide out the city.
a historical note.
they founded the city there during the barbaric invasions who followed the fall of the roman empire. people escaped to the islands,as 'barbarians' didnt have any fleet or ships. Later Venice become one of the most powerful and wealhty maritime republics across europe.

today its a tourists city (or trap)..hehe

Because the oceans are rising - what was at sea level when the city was built is now below the current sea level.
