I definitely think Dumbledore's right.First thing horcruxes are a part of evil magic and slughorn knows about it too.
Mr. R.A.B in the last book also thinks the locket is one of Voldemort's Horcruxes. Also according to the memories that Dumbledore shows Harry it sounds convincing enough that Dumbledore is right.

I i.e. Dumbledore ;-) am right about it. THE HORCRUXES CANNOT BE ANY OTHER THING AS VOLDEMORT HIMSELF KNEW IT TO BE TRUE ALONG WITH DUMBLEDORE AND SLUGHORN. The Horcruxes are any ordinary objects in which a part of the soul can be kept safe. You have to commit a murder and only then you can do it. This Horcruxes thing is not valid in real life but only in the POTTER WORLD. Even if some one killed the body the horcrux soul will live on and keep the person alive. I have read all the 6 books thrice so I know it well.

A horcrux is when you commit a murder and therefor you can split your soul.
Voldemort's horcruxes are the diary, the locket, the ring, and that is all that we have been told
