Simple. Any graphics software such as photoshop or windows image composer will allow you to open a tiff or gif or whatever, and simply perform a "save as."

If you are using Windows, there should be a free Windows program on your machine called Paint. You should be able to find it under Start>Programs>Accessories. If it's not there then do a Search for it (Start>Search). Open your photo/picture in that program. Then go to File>Save As and choose 'JPG' in the drop-down menu of the file format field. Then just save it as such. That's it.
Regarding some of the suggestions above, it is NOT necessary to download a whole other program to perform this function as long as you have MS Paint.
Also, it is NOT enough to just change the file extension to .jpg. That won't help at all if the format of the file is different.

There are a lot of softwares, but ACDsee will be the best one for you.
Just
1.install ACDsee than
2.right click on the pic u want to convert to jpeg format
3.Now click on ACDsee Photo enhance
4.when the ACDsee photo enhance opens click on save as from the file menu
5.from file type select ur desired file extension (jpeg in ur case)

Assuming you have a 'real' photo, you can scan it in and save as a jpeg file (default is usually .tiff)
if you don't have a scanner, a cheaterbug way is to use a digicam and take a photo of your photo and then upload it. doesn't normally give you the best quality though.

If you have a scanner choose save as in the file menu and change it to jpg.
If you already have the picture on the computer right click on it and open with paint, save as jpg.

I'd use Irfanview as someone has mentioned because it's free and it can resample your pic tooand preserve the quality of the original. And Irfanview is one of the best free photo editors around. However, you can do it all simply online if you don't want the hassle. Use Snipshot
