It's funny how all the women think it's abnormal and freakish. Women and men think differently. Remember ladies?
I think most guys have done this at least once during their adolesence. Young boys are going through changes and become curious about things that excite them. It's all about discovering your sexuality.
Now, if you were going through a man's drawer smelling his underwear, then yeah, that would be weird.

Depends on what you mean. Generally, such behaviour is considered abnormal because you're invading the privacy of someone and for some people, the sanctity of their undergarments.
However, if the smell brings up memories of something, subconscious or otherwise, like (forgive me, I have no imagination) maybe your mom couldn't wrap you in anything else except lingerie and so you felt secure in that, that is normal as in it is cause and effect.
Still, whatever it is, it is not something that is generally acceptable and if it isa fetish, use it only with your wife or something. If needed, search out the cause because once you find the root for the desire, you can deal with it.
