Having a static ip address will let you use DNS to point to that IP.

You then must run a server on that IP's machine.

If you're system can handle heavy traffic... go for it.

However, you don't need a static IP on your own system in order to "post" your web site. Right now, you can be reached, assuming your permissions allow, through your IP address ...

However, you still have to register for a domain in order to have an official web site.

Yes it can, it means you do not have to update your website's dns servers everytime your ip changes, so the domain to your webserver will work constantly.

you should configure your PC as a server. not recomended.
find a free web host to publish your site.
