Unfortunately, we don't know if you've got an optical mouse or not. While this phenomenon sometimes is noticed in the case of a roller ball mouse, it's not common with the optical mouse. In either case, it's not a cause of major worry. Simply because of the fact this just might be the reaction of the mouse to a steady vibration in the vicinity like the fans.
However, just to eliminate the possibility, you might also want to check for and remove viruses that you find, since a couple of antique viruses were those that affected the mouse cursor.
All the best.

This happens with most of the Optical Mouse, there is no need to worry about. Optical Mouse doesnot have the ball that is why it happens.

It could possibly be your optical mouse. You could try using an optical mousepad(check your local computer store) to prevent this or if this problem still continues, perhaps you could either check your mouse settings in Control Panel or check if a program is the cause of this.

I know it! It happened to me also, i was scared at first; But then realise it is the way i put the curser.. The surface is a bit uneven or other reason.
I'm sure why yet, but one thing pretty sure: No need to be scared, it happened to mine also!
PS: I'm not using the balled one
