I think people are trying to make a big deal out of nothing.
What if it had been the
Russian President,
British Prime Minister,
(Insert Country Leader Here)etc....???

A bumbling do-good-er who feels comfortable around Ms. Merkel, but not correct in the ways of social etiquette.
