An applet is a program that runs on a web page. For example the flash player that you use to watch mytube or movie trailers. A frame is essentially an embedded web page. You may have noticed some web sites that only one part of the page that scrolls, those are frames. The main difference between the two is that you use a programing language to make an applet, and you use regular HTML to make a frame. Hope that answers your question.

As I understand it, an applet is a small application or program. A frame is an element of an HTML web page allowing a collection of text and images to be displayed constantly in the background whatever page you are looking at on that particular website.
