I agree that chatting like "lol oh my gosh like totally" should be against community guidelines, because usually its not really a question. Its just that these community guidelines are so strictly enforced by people who do not work for yahoo that things like "Is this a good C++ program for a beginner?" is considered chatting, which obviously it is far from the original "chatting" rule.

tell him how you feel maybe hes not aware that it is anoying to you. Just try to say it in a nice way or he may keep doing it some people dont realize they are doing it for others its habit he may not be doing it on purpose if you can try going into another room or something??Ask him to meet you half way try to work it out hang in there communication is a good tool to solving problems with friends and collegues

get up and go out of the room.... come back when your colleague is finish with the typing...and no longer chatting.

Over lunch or some break or just when he has finished his call, politely say to him that if he could move out to the cafetaria when he receives a call, you would really appreciate...First time , be polite, next time, be stern...else throw a pen at him if he still continues & "apologise"...
