From Yahoo! Answers' Community Guidelines:
"Context
"Some content may be more appropriate in certain contexts than others. For example, questions regarding women's health issues are entirely appropriate in the Women's Health category, but are inappropriate if addressed in a sexual or otherwise inappropriate context."
...Basically, Yahoo! is a Family Friendly community and in order to keep it that way they cannot allow that kind of material to be posted. It would do Yahoo! no good if a parent found out that their child learned how to perform sex acts from their website.
---Add-in:
For those of you that say having it in an "Adult Only" section would be great, how would Yahoo! regulate that? Go based on the age put in the profile? My 14 year old brother has his age listed on his profile as 24!
Have a notice stating that the section they are about to enter contains adult material and they must either go back or click a button to confirm that they are 18 years of age or older?
Even if Yahoo! requires a dollar charge on a credit card to enter the category it's not a sure bet. I know 15 and 16 year-olds who have credit cards or permission to use their parents'!

I think if this was an "adult only" site that would be great but since so many kids / teens post/answer questions here they may be trying to keep it more wholesome

They have it. This is it. The better question is, why isn't it restricted to people 18 years old or over?
