I messaged a friend this morning to see if he wanted to hang out tonight but I haven't heard back from him. It's been at least 5 hours. Do I msg him again now asking if we are or not? Or leave it for a while? Or leave it alone completely and organise something else?

May be he never got your message just message him again saying that you wanted to make sure he got that message & tell him "if you are not available I want to make other plans."

Maybe he was gone for the day and did not see your first msg... might try it again, but don't bug him.. he may have some troubles going on, and just can't get away right now..

May be he dont want to come with you. so he has not turned up or he might have not recieved your msg. just make a call to him and ask can he join you tonite. if he says no just go for something else. may be he dont want to come with you. But enjoy your nite.

If you are good friends, message him again. If you are not real close, I'd leave it alone.
