You can push down with your straightened hand, like a karate chop but turned inwards. Work down your belly until you feel something like a pebbly grapefruit. It's pretty deep though so be careful.

At sixteen weeks, your fundus, if this is a single pregnancy, should be about halfway between your pubic hairline and your belly button.
To feel it, lie on your back with a pillow under your knees to help relax your abdomen. Place the flats of your fingers at the belly button and slowly move down until you feel what's a little like a firm "softball" under the skin. If you have trouble going down and feeling it, try starting at the pubic bone and slowly feeling upward.
Women with a lot of abdominal fat may have a harder time feeling the fundus. At 20 weeks or so it should be about at the belly button and easier to feel. Some women may have an easier time palpating for the fundus in a recliner chair. The uterus is a bit like a big upside down pear and you are feeling the curved bulge at the top. As the pregnancy goes on, it gets easier to feel.
Near term, the fundus will actually drop down when the baby "lightens" or drops into the pelvis. And if you have trouble feeling the fundus, get your OB, midwife, or nurse to show you next visit. They won't mind.

I know exactly what you mean ,you can feel your fundus by laying flat and gently pressing your tummy above your pelvic bone at 16weeks ,it is a hard ridge across your stomach it gets higher and higher every week as the baby grows, and yes it is fundus and you wont hurt yourself or the baby.

it's prolly not very big yet, but it'll your uterus will be hard, and then you will feel it kinda "drop"--when it gets to your stomach. try checking inbetween your pelvic bone and bellybutton, also, if you have a "pooch", then the top of it should be it.
