hair toners are mostly used when you remove color from the hair (bleaching). Adding a toner helps balance out the uneven color.

A skin toner helps clean the skin. I use witch hazel (it doesn't seem to be very drying). If you really have a problem with dry skin look at the lables & pick one that is best suited for dry skin.
