it is the personnel department. That's the people that do the hiring and firing in a big company. They also deal with payroll, insurance and bennefits, generally (like 401K and retirement benefits, etc.). .

HR is just the new name (ok, not that new anymore, but they have replaced the personnel department).

Human resources is the link between the owner/employer and the employee. That handle all of the employee needs for the company in regards to the specifications of the owner/employer such as payroll, time cards, sick leave, employee databases, hiring, firing, raises, any employee record keeping/updating, notating behavioral or work related problems or pluses. If it is anything involving an employee it is handled by HR. If you are an employee DO NOT think that HR is your friend. They are not... Their ties are to the company or they will get fired. They are there to protect the company just like any other high level employee. Why are you asking?

my understanding its where a person or a group of people organize things like complaints of employees, regulations regarding work environment minimum wage etc, employee files, stuff like that i have had 2 years of accounting and business management never got my degree though i quit before i got it
