If you are talking about mentally ill people, no. I work for a mental health agency and just because you are a schizophrenic, doesn't mean you aren't able to decide whether or not you want to have sex.
If you mean developmentally disabled, then yes. Most are incapable of making that decision for themselves, just like children.

Just because their brain dead doesnt mean their body is. The human body is built to breed. I thing if the mentally ill dont get boned regularly, they will probably get worse. I know if I dont get it at least once a week I am positively foul to be around. Dont exclude the handicapped. They have needs too.

Presumably the mentally ill are just as capable of enjoying sex as anyone else. What they may lack is the capacity to make sensible choices, and/or the ability to effectively communicate consent (or lack thereof). It would depend on the individual.
Incidentally, ITYM mentally deficient (less politely, retarded), not mentally ill. The majority of mentally ill people are fairly lucid; depressed or stress-ridden, perhaps, but lucid.

YES. (unless they REALLY realize whats going on, and agree to it knowingly) Did you watch Glenn Beck? There is an interesting (and utterly disturbing) ongiong story on this very subject. If you don't/didn't, look up his show on the internet, its pretty good.
