Well I'll tell you what, it is possible.
Step one: Lose 15 - 20 Pounds. To accomplish you must fast for one complete day (24 hours) During the day drink no more that a half gallon of fluids. If you have access to the pills that make you urinate, take one. If not, doesn't matter, but I suggest you take one.Then either run your shower on highest temperature and shut all doors and windows in the bathroom. Stand in their with all of the steam. This is similar to a suana. If you can get to a sauna such as in a hotel than do it. You can sweat out the first 15-20 pounds. Many boxers do this.
Step Two: For the next 3 - 3 1/2 weeks work out 2 times a day. In the morning do cardio. Either jog for a half hour then walk for an hour, or Walk for an hour and a half to 2 hours. Then later in the day do weight training for at least 45 minutes.
Step Three: For the whole time consume as few calories as possible. And 4-5 small meals a day. Things like celery, all fruits and carrots are great because many of them take more calories to digest than they have in them to begin with. This is called negative calories.
If you can commit yourself to a diet like this and workout program I have no doubt that you can lose this weight, as long as you do the first step in losing the waterweight.

There is no safe way to do this. If any advertisement promises you significant weight loss in a short amount of time, it IS too good to be true, and you'd be tossing your money away. Don't buy any diet hype.
You can safely lose 2-3 pounds per week. In 3 1/2 weeks, you could lose a maximum of 6 pounds. You probably want to lose inches too, which takes time.
It all boils down to eating less, exercising more, sticking with it. Change your eating habits, change your lifestyle, and have more patience than you ever thought possible. It may take a couple of years to get down to the size you want.
If this is for an occasion where you want to look good, I'd suggest shopping around, at the mall or various stores or online, for support products like girdles and body shapers.

I've heard you can lose up to a pound a day....but even at 3 1/2 weeks....that only adds up to 25 pounds. I've heard of something called a colonic where it flushes old crap out of you or something like that and you could possibly like 10 or so pounds from it. I guess that combined with exercise and a diet, it is close to possible.
