No, it is not. There are some people who have both male and female genitals at birth, but that is EXTREMELY rare. Usually the doctors will look at their chromosomes to figure out which sex to go with, and then modify them surgically.

A "she-male" is someone who began as a male, and is in the process of a sex change to female. They usually start by taking female hormones and living as a woman for a year or so before they have any surgery. After a while they grow female breasts, and some get breast augmentation. A few of these people have stopped at that point in the change-over and done some porn movies. The successful she-male porn stars look like beautiful women with large breasts, and a functional set of male genitals.
