A business is legal if its operations is allowed by law. That is why business permits are first secured from the government before a business concernt is allowed to operate. If a business entity is licensed to do business then it is legal. If not, then it could be illegal depending on what kind of business it is conducting. Better yet, consult a lawyer.

You need to retract and re-write the question. What do you mean legal? In what regard? Explain. Is a kid's lemonade stand legal?
