I believe it was a collaboration between Sir Ronald Boppington and Lady Adelaide Ramsworth, back 1845. They did it as a reaction to the rapidly industrializing european lifestyle of the time, and also as an attack on the common thugs who were swarming to London in an attepmt to find work. It was originally believed to have somewhat mystical powers, creating the illusion that the singers were themselves thugs, and therefore left undisturbed. When the chants returned to popular culture in the 1950's, the original use was not lost, but instead of the mystical powers being used for self protection, it was used by teenagers as a way of rebelling against up-tight post-war culture. By seeming like common thugs they distanced themselves from their parents.
