yes, playing video games enough until your video game reflex reaches close to the instantenous reflex. A superb video game player or a martial artist(Bruce Lee) would have close to a photographic reflex. That's why they said some martial artists can kill you within a blink of an eye. Their reflex is so fast, it's like they can sense your next move even before you act.

I hate to answer a question with another question, but I am not sure exactly what you mean by photographic reflexes. And are you applying the question to the person who is shooting the photograph or to the person whose photograph you are taking? If you mean the photographer, are you referring to the ability to size up a photographic scene almost instantly and to have your finger ready to shoot at a seconds notice. If that is the case, I would say, Yes it would be possible to develop photographic reflexes after a lot of practice.
