I have not noticed that George Bush has done anything especially stupid nor demonstrated unusual ignorance.
Bill Clinton's sexual relations represented a breaking of his marriage vows, and he covered it up with additional lying
when a politician is dishonest, nothing else matters
if he is smart, doesn't matter, since he will just lie better
if you like his platform or ideas, doesn't matter, he may be lying about his plans or beliefs
integrity is the first requirment for an elected official
and for most other offices, positions, or jobs

Well let's examine this. How did each of these traits affect policy, both domestic and foreign. How well could each of these men perform the job of president with these flaws holding them back.
First a look at Clinton.
With Clinton's budget policies we ended up having the greatest national surplus in the entire history of the country.
Some of this was due to NAFTA, which has had a negative effect on non-member nations, but was a moderate success for member nations.
Probably Clinton's greatest boners were his deployment of troops. Bosnia and Kosovo can hardly be counted as victories.
And of course you have the nuclear accord with North Korea, which turned out to be a complete failure.
But he did leave office with the highest approval rating of any president since Eisenhower and the country did flourish under his guidance.
On to Bush.
Bush decided to start things off strong by cutting taxes, while at the same time increasing spending. Any junior high economics student can tell you that's the quickest route to the poor house. And when you consider that under Bush we have the largest deficit in our nation's history it seems clear the president's economics teacher should never have been given a license to teach.
Bush's domestic policy is one of rabid federalism. He has moved to squash state laws he, personally, takes moral objection to. Never mind that these laws were voted on and passed in their respective states.
Then we have this trumped up war in the middle east that's further bleeding us dry, with no apparent long-term benefit to any of the parties involved.
Basically Clinton may have been oversexed, but he got things done and got them done right, for the most part.
Bush, on the other hand, has not delivered on any of his promises and has sunk this country into a wretched state the likes of which we haven't seen in the past two hundred odd years.
To me--an average American--my life was not negatively affected by Clinton getting caught with his cigars down. Oral sex and the ridiculous impeachment proceedings that followed didn't cause the price of gas to go up two dollars over night. Monica Lewinsky's bobbing beret didn't cause any of my fellow Marines to die in a foreign desert.
George Bush's rank stupidity and irresponsibility has caused all that and more to happen in my, and many others' lives.

Bill Clinton is worse -- I assume George Bush knows a lot more about what is going on than we do, and time will tell Bill Clinton dishonored the presidency over sex. You think if he was smart he wouldn't have gotten caught.

All the presidents had uncontrollable lust. They all had their ladies on the side. Clinton just got caught. So, I would say Georgie is worse.
