It's called Seasonal Affective Disorder (S.A.D). One theory is that cold weather causes serotonin deficiencies which result in depression. Suicide rates are also higher in colder countries (like Scandinavia) than developing countries, which are often warmer, even though life is often "harder" in developing countries.

I searched the internet and was only able to find ratings by state-in which Washington wasn't one of the highest. Of course, that was by state...I couldn't find a comparable rating list for major cities that included Seattle.
The general myth is that Seattle has a high suicide rate due to the lack of sun for a large portion of the year. Some theories of SAD (Seasonal Affective Disorder) think that sunlight may have a direct link to the onset of the 'winter blues' and that exposure to sunlight can help correct these deficiencies.
Although I could find no statistics on it-it could be that Seattle has a high SAD rate...but that doesn't mean the suicide rate is high.
Actually, some studies indicate a correlation between gambling-towns, like Las Vegas and high suicide rates.
So an alleged high suicide rate in Seattle is probably just myth-no doubt fueled by the suicide of a major rock star who lived in Seattle. (it also a myth that suicide is highest amongst teens-it is actually highest in senior citizens).

It rains all the time very dreary. Incidentally the profession with the highest rate of suicide is dentists, women try more often than men but men complete the act more often because they usually use more violent means like a gun

Vitamin K has been shown in studies to be a factor in the balancing of chemicals in the brain. And depression usually comes from inbalances in brain chemistry. Sunlight produces vitamin K, allowing for the brain to operate normally.
