I had a noisy desktop fan once and I just hit one side of it, that shut it up for about a minute or so.

The only real way is get a better designed one that creates less turbulence and therefore less noise, you could always turn it off, no don't do that.. Perhaps you could put the box under the desk so at least you could hear it less? You could wear earmuffs or headphones and listen to music? When you finally do spend some money get a system with larger fans so they don't have to spin so fast so make less noise. Good luck!

Check the cable. Maybe the fan was block by a power cabel or maybe IDE cable. Sometime, when a fan was block by a cable. It makes a noise because the air was hit to the cable (especially cabel from power suply).

Unplug it. Of course, if it's your processor's fan, you'll only get about 1 minute of use out of it, before you'll need to buy a new processor.
You COULD do a 7-volt mod to the fan you're talking about: http://www.bleedinedge.com/guides/7volt_mod/7volt_fan_mod.html but that requires spending the money to buy a soldering iron, plus solder.

Clean it. Get a can of air and clean it. They usually start making noise when they're gummed up and have to struggle harder to work properly.

what kind of noise is it making? rattleing, squeaking, etc? tell me that and i can maybe have a better idea as to what to fix.
