According to several scientific surveys, the average length of an erect penis is 5.8 inches, with a standard deviation of 0.5 inches. (This means that 2/3 of all men are in the range of 5.3 to 6.2 inches.)
The average girth is 4.9 inches, with a standard deviation of 0.4 inches. That means that 2/3 of all men have a girth in the range of 4.5 to 5.3 inches when the erect penis is measured around it's thickest point.
So, a length of 4 inches when erect would be small, but still adequate. I guess you cold call that "borderline." (A female only has pleasure nerves in the first 1.5 inches of her vagina, anyway.)
Also, remember that flaccid (soft) size has nothing to do with erect size. (2" soft can be 7" hard, and 4" soft can be only 5" hard.)
So, now you you know how you measure "up."

Around six inches is the average length of an erect penis, but as with everything in the real world there is no such thing as average. They vary from two to over ten inches. Remember the sayings "Its not how big, its how well you use it" or "A good magician does not need a big wand" Men are invariably hung up about penis size and fail to use what they do have to good advantage!

What, as in 'see the look on her face the first time you swing your boxers over your head' kind of thing?
Most girls would be initially disappointed to see 5" or less - but then much would depend on how comfortable the woman is with sex - and how skilled you are as a lover.
Everyon is different. It's impossible to generalise and say 'Oh, Long skinny's are a pain and short stubby's are a constant source of frustration.,,'
Ultimately the perfect penis size is directly relative to the kindness and consideration of the man.

does it really matter?? if ya aint got a big one use your tongue and fingers there are lots of ways to satify a woman i seen guys with big dicks boasting but im told they are all thrust and no teqnique just based of what i heard they think inflicting pain on a woman is satifying her
