Well, wooden coat hangers wouldn't rust, but that's obvious. It is certain possible for wire coat hangers to oxidize and produce metallic oxides on the exterior. It generally depends on the composition of the wire (which is probably an alloy), the humidity to which they are exposed (water accelerates oxidation), and any other present chemicals (salt solutions can rust even stainless steel).

Coat hangers containing iron can rust. Coat hangers made of other materials can also oxidize, but the oxidation is not called rust (rust is Fe2O3: iron is required for rust).

yes they do rust if made from regular iron and not painted.
