I am going to the Riviera Maya in 2 weeks and dont know if I should book a snorkeling tour before I leave, or after I get out there. Price is not a HUGE concern, but more the quality of the trip. Any suggestions?

We had to scrap the whole outing. I'd play it by ear when you're there. I saw lots of tours in the area, so I wouldn't be concerned about availability. However, weather might be more stable in peak periods in November-March to permit advance planning.
