Sometimes its someone the person knows, sometimes its "the common public" (general consensus), sometimes a famous person.
But i've learnt that when people say "they say that...", its an unconscious committing of a fallacy: appeal to anonymous authority

I hear you. I think it is a habit. I hear that a lot at work, and my question after the person finishes talking is to clarify whom "they" are.
