Sometimes its someone the person knows, sometimes its "the common public" (general consensus), sometimes a famous person.

But i've learnt that when people say "they say that...", its an unconscious committing of a fallacy: appeal to anonymous authority

I hear you. I think it is a habit. I hear that a lot at work, and my question after the person finishes talking is to clarify whom "they" are.

Don't you know who? It's the omniscient "They". "They" know everything. "They" know what you're doing right now! "They" even know what you're thinking!
