Why would you want to stop it? That means that 75 to 98 % of the processor is available. :) If your machine is running slow, you should check the memory first. Not the processor.

Sys Idle is fine - prob is being caused by something else.
Things to check if you are running XP:
1. CURRENT antivirus.
2. All Windows Updates for your PC.
3. Anti spyware (Windows Defender, Spybot Search&Detroy, Ad-Aware, Spyblaster, Yahoo! Antispy and any others other Yahoo! users suggest).

nothing to worry about
try adaware / spybot / crap cleaner (all free, google them) to remove spyware and clutter and help speed up your machine
