Always a no no in a short skirt (and you should not wear a thong then either).
Other bad times, when your mom might find out! In church (cuz God sees all). If you're wearing anything really sheer (my sis in law was wearing a sheer white skirt..long enough..but still gave me TMI)
It can be a bad idea on your period too because then you have nothing to help keep a leak from showing AND you'll likely stain your clothes a little anyhow.

i go comando all the time except wearing a short skirt or dress and when i am on my period and need a pad

Best: In the shower, wearing a swimsuit, and running around your house screaming bloody murder naked.
Worst: On your period, in public, and where some guy will put his hand up your skirt or something and you dont want him to.

best time: when it's windy outside and you're wearing a 4 inch skirt or when you're wearing stockings, a skirt and high heels and you're bf's coming over :D
worse time: never... well... maybe when you're on your period :\ but thats about it, women should never wear underwear lol.
