This is hard to answer, because it's very much a personal thing. I think initially everyone would choose Jack, but Will is a close second. I personally just find Jack's personallity more fun, but Will is the quiet reserved type who has a sweet demener.
If I had to choose one though I'd choose Jack. His drunken swagger and slurred speach gets me everytime. lol

As the characters, Will Turner, the gold teeth and dreadlocks on Captain Jack do nothing for me.
However, in true life it is a real struggle deciding between Johnny Depp and Orlando Bloom, I love both and think they are sexy.
