For some reason many places are still enforcing the puritanical laws from long, long ago. You know, from when the G.D. religious freaks were running the country....wait a second, the f@#*ing Southern Baptists are still running the south east! Really, you've got me, these (and many other) old laws should be stricken from the books. I should be able to buy a 6-pack of beer at the grocery store at 4am on Sunday if I want to. Who has the right to tell me any different? And for what reason?
As a matter of fact, I was preparing a meal for family on a Sunday morning around 10am and realized there wasn't any COOKING WINE in the house. So off the the store I went and guess what....they wouldn't sell it to me until 1pm!!! COOKING WINE!!! That's just stupid, I told the check out girl she could put it back if she wouldn't sell it to me.....

I believe that every state has their own guidelines as far as when they can and can't sell alcohol. Where I live it is 2am too, I really hated it when I first turned 21 I would stay up most of the night drinking and would forget to go get more beer earlier, and I have found that the time they post in some stores is the same as bar time so they don't get a huge crowd from the bar.

It is a reasonable time when people are expected to go home/stop drinking/leave businesses.
We all know nothing good happens after midnight. If the clubs stayed open past 2, we would have drunk people out in the community until 3-4-5 in the morning. That would not be good for the community as it would increase crime, disturbances, accidents due to excess alcohol.
Its pretty simple logic. Open later->more booze->more crime->not good

When I was in Kodiak Alaska the bars stayed open until five.
In Miami Beach some of the bars stayed open until five in the morning.
Then you would go to private club...pay five bucks...walk in ...and its a bar....
but I haven't drank in a long while..
I was SHOCKED AND APPALLED when I first came to Seattle and the tavern did last call at 11:30pm.
In Jersey the bars stayed open until three in the morning while the bars in NYC were open until four.
I cold do last call in Jersey and still make it into NYC and do last call there.
But maybe things have changed since I was a drinking man.

Different states and areas have different cut off times. It usually just gives the bar a chance to close and forces people to stop drinking and go home.

The reason is to keep people safe. The cut off prevent people from getting TOO drunk.
Some places don't last call though. For example in Vegas you can drink all night long.

That was the time selected due to the fact when people are drinking they are usually drunk by then and when people become excessively drunk that is when crimes are more likely to happen.
