1. Start with a topic.
2. Read a few journal articles, news clippings, and a chapter or two from a book on the topic.
3. Narrow down your topic to something about which you are interested and there is plenty of information available.
4. Write the paper.
5. Revise.
You can do a paper on the FairTax, which is one of probably 20 or 30 proposals to streamline the tax system.
Also, L. Kotlikoff of Boston U. has been working on tax reform that would involve a pure consumption tax.
You could research the history of taxation, the various types of systems (progressive, regressive, income, consumption, use), some tenet of tax law or any of the multiple tax codes (for instance, France's tax code assesses an additional 10% tax to pay for the upkeep of the tax system, while Brazil's includes provisions for paying quarterly taxes in order to compensate for the effects of hyperinflation).
