I used to use virginmobile ,and i live in NY. Thier service here was average, and i did have my calls 'dropped' many times whiel in the middle of a conversation. AS far as theri rates for minutes and stuff goes, its got a lot of options, so its a pretty good deal. I was pretty satisfied with the cost.
Just recently though I switched to 't-mobile' pre-paid service instead.
And as far as your question goes, I belive you can buy a phone, and if you buy a 'minutes card' with it, you can have the activate it in the store for you, to avoid any confusion.

I don't know about plans, but their service is based on Sprint. Sprint works really good here, but every company is different in different areas.

I cannot give you an in-depth answer but I was told by my cousin that Virgin Mobile is spotty, especially in the northeastern U.S.
