First change the locks and put in more! Heavy steel doors! Check the windows! Now, would moving make things better? Isn't there a good chance the the problem you are running from would follow you to a new place? Move if you need to, but even then you need the locks. Notify neighbors, friends, police to be one the lookout for you. Let them know the situation and be sure the problem you are running from knows that the neighbors and police know.

It depends on what your reasons are and whether you own or rent and how big a threat you are dealing with. There isn't much info here about any of that so i'm going to say changing the locks is a whole bunch cheaper if all you are dealing with is a break up or something. If you are dealing with a stalker or a serious threat moving would probably be worth the investment.

Depends on why you want to move/change the locks. If you change the locks, you may want to add a security system. Or a big dog. Or both.
If someone's been bothering you, you may also want to consider a restraining order.
