Age does matter, or rather experience does...you can't truly be in love when you're too young...you just haven't experienced enough to be able to tell...it's not your fault, and you'll "feel" like things are very important, so it must be love...but when you're young EVERYTHING seems important...only when you're older and can put your feelings in perspective...when you know what it is to really put yourself on the line and give in to love...only then can you really know it...it's hard to even know at 18 or 19, and you definitely won't before then...
Love is different than "in love." You can feel strongly for someone and have a love for them that is pure and gentle...being in love is stronger...it's more raw...it's a compulsive attraction to another person...people lose that all the time, and the lucky ones hold on to it if they find the right person and grow with it...
You have a lot to go through yet, kiddo...enjoy the ride!

Loving somebody means u care abt him or her a great deal. You can love a friend, your family or your dog. U feel a sense of affection for them, u may wanna hug or feel them hugging u, because u feel comforted by the warmth. u want them around u all the time, they're always on your mind.
Being IN love with someone usually means you want to spend the rest of your life with him or her (or least at that point). You want to feel romantic around him, you get turned on by something he does, even if its just by the way he looks adoringly at u when u sleep..(and u were peeking). U feel excited when u see him.. and when all else is going down for u, u realise that no matter who u have comforting u and who's arms you're in at that moment, all u want is him..
but dear, if u're 13 and he or she is 34.. that probably means he or she is a perv...
yes, u can love somebody and NOT be IN love with him or her.. be careful where u draw the line.. you are the one in charge, not them.

If some 34 year old guy is telling you that he is "in love" with you, he's just trying to hit you up for sex. 13 year old girls are vulnerable, because their emotions are all over the place. From your question, YOU know that this shouldn't be happening, but you feel kind of flattered by the attention anyway. DON'T GIVE IN TO THIS JERK!

One way to think about it is that people usually love their family members (mother, father, kids) whereas people are in love when they are romantically interested in someone.
It is the kind of thing that is hard to put into words. I know this is frustrating to hear, but when you're in love you will know it. It is a completely different feeling.
You can love and be in love with the same person at the same time. Hopefully that's how people feel toward their spouses.

There is no real answer to this question but what I have learned of what love is to me and that is the word LOVE itself holds the answer.......
(L)isten: and validate them by hearing and empathizing.
(O)verlook: their minor character flaws as they will overlook yours.
(V)alue: who they are and what they mean to you.
(E)xpress: how you love them not just with words but with actions.
