While "legally" is spelled this way and not your way, handsome dude is all wrong..."legally" is not always capitalized...only when it begins a sentence is it capitalized.
Getting to your question, more facts are needed here to give you an answer. As one post above put it, if they are in a legal place to be, i.e. not trespassers and if they are merely using their unaided eye to "snoop" there is nothing you can do.
However, if they are on your property, you can sue them for trespass; if they are using any kind of device like binoculars or telescope or cameras to look inside your home, then you sue them for invasion of privacy. If they are noisy while doing this and disturbing you, you can also sue for nuisance.
However, if they are not doing anything more than looking with the unaided eye from a place they are supposed to be in, then there's not much you can do except, block their view or look back.
Now there is another possibility, if they are following you, that might constitute stalking and you could apply to a court for an injunction requiring them to keep a certain distance from you...

We need more info; what exactly are they doing? Are they going through your mail, or looking in your windows, or what? It is hard to make a legal opinion without details.
