My immediate suspicion is that your drains are not functioning properly, in that water may be standing around your foundation; where in an ideal world, the water would be whisked away even after the most severe rains.

The worms are probably feeding off the bacteria and fungi that are resulting from the excess moisture. The worms are a symptom, water is the problem; therefore poisoniong the worms is not really a solution. It is very important for many reasons to eliminate this moisture, and should be a high prority.

Pour Clorox down the drains and use it to clean around the drains too. Do this at least once a week and continue.
I had the same problem and this works for me.

put some of them into a jar and bring them to someone who can tell you what they are, then once you find out what they are talk to a garden shop or pest specialist and find out what gets rid of them.
