yes you can. Tar paper will not saturate. Shingles are not an moisture barrier. As the sun shines te water will evaporate and the shingles, being layered, will let the damp escape.

It'll dry our eventually. Of course, let it dry as much as possible, before applying the shingles

You must reach perfection in everything you do. I would not do it and I would take the time to get them dry.
