Why does this keep coming up and how can i stop it?

Go to your Internet Properties and clean your cookies, history and cache etc. Reset IE to defaults. If you are using Earthlink, well then there is your problem. Good Luck. :)

Pop-ups can be cured by using Anti Spyware and Anti-Malware programs such as Adware SE Personal, Spybot Search and Destroy and Microsoft's Defender.

i recommend all three of these, rotated in regular intervals. They should be installed, and updated weekly, with scans run weekly if not daily.
